PROGRAM SPECIALIST I – Parent/Child (Spanish)

Entry Wage: $12.20 - $13.94/hr

JOB SUMMARY: 
Responsible for providing outreach, parent support & education, advocacy, early childhood education, and facilitation of parent-child play groups, home visits, and activities.

JOB RESPONSIBILITIES:

  • Receives and responds to requests for parent education and child development services including the provision of initial assessments, assistance in accessing appropriate services and service coordination.

  • Assists Parent-Child Specialist II's in planning and implementing parent-child interactive groups for children ages birth to five years based on recommended Best Practices, including set up, clean up and direct facilitation of the groups.

  • Provides life skills training and support designed to encourage healthy child development; includes home visits, information and referral, role modeling of accepted parenting practices and development of community support systems.

  • Assists Parent-Child Specialist II's in development and implementation of parent support activities including support groups, seasonal parties, field trips, transportation, etc.

  • Shares responsibility for Center coverage including crisis intervention and reception.

  • Encourages and facilitates client participation in program and community activities.

  • Completes accurate, legible and timely documentation of services delivered in accordance with Portland Impact's management information system.

  • Meets client service standards set forth by Program Director regarding quantity, type and quality of services to be delivered to clients.

  • Effectively works with individuals of diverse backgrounds.
     

REQUIREMENTS AND QUALIFICATIONS:
Any combination of experience and training that would likely meet the following requirements

  • Associate Degree or equivalent in social work, child development, early childhood education, or related field. 

  • Minimum of two (2) years experience in human services, minimum of one (1) year providing developmentally appropriate early childhood education and related services for families with children prenatal to 5 years.

  • Sensitivity and ability to relate to people from diverse lifestyles and cultures.

  • Ability and willingness to work as a team member and support Portland Impact's mission and goals.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to effectively work within a strengths-based, integrated family support service delivery model.

  • Possess good organizational skills and ability to prioritize multiple and varied tasks.

PREFERRED BUT NOT REQUIRED QUALIFICATIONS:

  • Bachelor level education in early childhood development.

PROGRAM MANAGER - Early Childhood Program

Entry Salary: $37,539 to 40,851

JOB SUMMARY: 
Responsible for the planning, management, implementation and general oversight of all early intervention program services, activities and staff.  Programs are designed to support families with children ages prenatal to five and include Parent Child Development Services (PCDS), Comprehensive Parent Child Project (CPCP), and Healthy Start.

ESSENTIAL JOB RESPONSIBILITIES:

  • Works with Program Supervisors in the selection, training, supervision and evaluation of program staff in compliance with Portland Impact and contractor personnel policies and procedures.

  • Implements program service systems that ensure staff productivity, delivery of quality client services and completion of required service documentation.

  • Trains and supports staff to deliver strength-based, developmentally appropriate client services.

  • Implements management and leadership responsibilities including program development, evaluation, team building, meeting facilitation, community advocacy and compliance with agency policies and procedures.

  • Develops and monitors program budgets.

  • Serves as a liaison to program collaborating organizations such as County, Head Start, other family service providers and community organizations. 

  • Encourages staff, client and volunteer participation in program planning and implementation.

  • Effectively communicates agency policy, mission, values and decisions to program staff, collaborating organizations and the community.

  • Effectively works with individuals of diverse backgrounds.

  • Provide leadership and facilitation in a variety of meeting settings that supports open and honest communication and inclusion of diversity.

  • Complete accurate, legible, and timely documentation of services delivered in accordance with the agency’s management information system and contractor requirements.

  • Meet program service standards set forth by the Children, Youth and Families Program Director regarding quantity, type, and quality of services to be delivered to clients and volunteers.

  • Master’s degree or equivalent in early childhood education or related field.  

  • Minimum of five (5) years experience in human services setting; preference given to those with experience working with low-income, culturally diverse families with children prenatal to five years.

  • Minimum two (2) years supervisory, program administration and budgeting experience.

  • Excellent coordination and organizational skills and ability to prioritize and complete multiple and varied tasks.

  • Strong leadership and collaborative supervisory skills.

  • Strong interpersonal and communication skills both orally and in writing.

  • Ability to engage and collaborate with a broad spectrum of community members.

  • Sensitivity and ability to relate to people from diverse lifestyles, socioeconomic levels, and cultures.

  • Work effectively within a strength-based service delivery model.

  • Flexible, dependable, team player.

  • Computer skills including familiarity with contemporary software.

Responsible for the coordination, implementation and daily oversight of Parent Child Development Services (PCDS) serving vulnerable families with children prenatal to 6 years old.  Primary responsibilities include staff supervision, contract compliance and program development.

Responsible for promoting and supporting healthy growth and development of families with children newborn through age three.  Primary responsibilities include program planning, delivery of parent and child education services in home visit settings, advocacy, assessment, and service coordination.

  • Develops and facilitates parent-child programs and activities including parent-child home visits, parent support and skill building groups, case management/advocacy services, in school and community based settings.
